Apparently the take-home-pay politicians consider to be competitive is about 31k for an IO 1, you can download the new immigration bill that senator Legarda has proposed.
This system gives the lowest BI-officer about 70k take home pay a month. Meanwhile the bureau of immigration have gotten back the use of the ELF (express-lane-fee) fund in 2019. Even though comparable salary-grade employees within the government have gotten big increases in salary through these tranches. Another reason is that we haven't gotten the first tranch at all and only a small part of the second tranch. One reason for that is that they took away 'technical employee allowances', at the same point they gave us the salary increases. And after those 3, what has the salary increase been for air traffic controllers? The take home pay of the lowest ATC (excluding overtime, bonuses, etc) has only increased from 36k to 37k. Three out of 4 tranches of salary increases have already been given to all government employees. 2 years went by without a lot happening though. Therefore, there was a consensus about the fact that it was necessary. The lowest other salary there is pegged at about 80k. We aren't uncompetitive compared to just 'rich' countries, but also compared to most ASEAN countries. More than 2 years ago (also read: senate press release, including senator Loren Legarda and senator Grace Poe) there was already the intention of giving air traffic control more salary. That's just one of the reasons why it's so important to retain these people. Realise that one little mistake can have very dire consequences in our line of work. Is that very safe? You can probably answer that question without my help. Also, there have been shifts where I worked 22 hours without break. I can personally tell you that 16-24 hours shifts are still common for ATMO's (air traffic management officers). Even for jobs unrelated to air traffic control. Multiple of my college's have already planned to go abroad, many others say they'll do the same in the near future. Countries pay air traffic control a lot because they are among the hardest jobs around to actually replace (there are, of course, also other reasons like it being a stressful and a difficult job to do). This has led to issues in the aviation sector, not just because of the lack in manpower, but also experience. This has caused many of them to search for greener pastures abroad.
